The most important part of any web site (and the most overlooked) is the information on the page. It is common knowledge that the attention span of a first time visitor is measured in seconds. Content that is carefully considered can help to keep a user's attention, ensure repeat visits and recommendations, and encourage links to your site.
When writing for a web site put your self in the shoes of your target audience. What information will they need to read first or find quickly? How can the text be organised to make it easier to understand/navigate? What distinguishes your services from that of another site/business?
There are many other issues to consider, such as accessibility for visually impaired users, the use of graphics/images, the frequency with which the information needs to be updated (see dynamic sites), search engine placement, etc.
